2. it does not limit the copyright owner's rights to sell the film or derivative productions in any way;
3. it represents only a small fraction of the original film, and hence could not be used to make illegal copies of the film;
4. the image is being used for non-profit, educational, and/or illustrative/editorial purposes only;
5. the film (Chitty Chitty Bang Bang) featuring this image has been broadcast on TV many times
6. the character represented in the image played an important role in a culturally significant film.
7. No alternative free use image available as the subject Alexander Doré (1923–2002) is deceased

It is believed that the use of a limited number of low-resolution screenshots for critical commentary and discussion of the film and its contents on the Main Page, hosted on servers in the United States, qualifies as fair use under the Copyright law of the United States.
